With the rapid rise of the electronic cigarette industry, the problems exposed by the electronic cigarette market in my country are becoming more and more serious, which are highlighted by the hidden safety problems of electronic cigarette products. Some products have problems such as unclear nicotine (nicotine) content, unknown added ingredients, and leakage of smoke oil. , posing a potential threat to the health of consumers.
The World Health Organization has conducted research on e-cigarettes and has come to a clear conclusion: e-cigarettes are harmful to public health, and they are not a means of quitting smoking.
Electronic cigarettes, also known as electronic atomizers and virtual cigarettes, are electronic products that imitate cigarettes and have the same appearance, smoke, taste and feel as cigarettes. Electronic cigarettes are mainly composed of e-liquid (including nicotine, essence, solvent propylene glycol, etc.), heating system, power supply and filter tip. Through heating and atomization, aerosols with specific odors are generated for smokers to use. In a broad sense, electronic cigarettes refer to electronic nicotine delivery systems, including electronic cigarettes, hookahs, hookah pens and other forms. In a narrow sense, electronic cigarettes refer to portable electronic cigarettes that are similar in appearance to cigarettes.
In this context, all sectors of the society have strongly responded and have continuously called for strengthening the supervision of e-cigarettes. The country attaches great importance to this.
On November 26, 2021, the State Council announced the "Decision of the State Council on Amending the Regulations on the Implementation of the Tobacco Monopoly Law of the People's Republic of China", adding Article 65 "Electronic cigarettes, etc. New types of tobacco products shall be implemented with reference to the relevant provisions of these Regulations on cigarettes". To supervise new tobacco products such as e-cigarettes with reference to cigarettes is a realistic requirement to strengthen tobacco control and protect the health of the people, and is a legal guarantee to strengthen market supervision and regulate industry order.
On November 30 of the same year, the National Standard for Electronic Cigarettes (Draft for Comment) was publicly solicited for comments;
On December 2 of the same year, the State Tobacco Monopoly Administration announced the "Measures for the Administration of Electronic Cigarettes (Draft for Comment)", which was open to the public for comments.
On March 11, 2022, the State Tobacco Monopoly Administration issued the "Measures for the Administration of Electronic Cigarettes", which will come into force on May 1, 2022. Among them, it is proposed that the design of the atomizer should not be inductive to minors, and the characteristic flavor of the product should not present other flavors than tobacco. The "Administrative Measures" also clearly stipulates that the sale of flavored e-cigarettes other than tobacco flavors and e-cigarettes that can be added with atomizers is prohibited.
